From U.S. Elections to Taipei’s Debate What Shapes AI’s View
of the Candidates?

Three waves of research around Taipei's mayoral debate show which sources AI cites, how it compares candidates, and which new issues remain in its answers.

As voters turn to AI to learn about candidates, campaign teams are asking a new question: how will AI describe us? Reuters reported in October 2026 that services in the U.S. were helping campaigns track how AI describes, compares and recommends candidates. GEO—Generative Engine Optimization—has entered the campaign conversation.[1]

A Pew survey from the same month found that 8% of U.S. adults had used AI to look up election information. Among those users, 76% used it to learn about candidates' positions on issues. For these users, the material AI selects shapes what they read in its answers.[2]

REALI brought that question to Taipei, Taiwan. We compared three waves of AI answers before and after the mayoral debate, alongside news and social discussion tracked by KEYPO around the same event. Starting with the source rankings, we looked at how these materials appeared in descriptions of the candidates, comparisons of their abilities and discussions of the issues.

01 · Sources behind the answers

AI's source rankings do not mirror online attention

Across the three waves, CNA accounted for 26.2% of all ChatGPT citations, exactly four times the count for second-place TVBS. United Daily News led Gemini's media ranking with 7.5% of all citations, with a narrower gap over the outlets that followed.

Only four outlets appeared in both models' media top ten. Each model's leading outlet stayed the same across all three waves. Even when covering the same election, the two models regularly drew on different sources.

News volume and AI citations tell different stories

The difference becomes clearer when we compare the rankings with the wider online picture. In KEYPO's news-volume ranking, which attributes articles to their original outlet, CNA ranked 13th both before and after the debate, yet remained ChatGPT's most-cited source in all three waves. The same outlet held very different positions in news volume and AI answers.

We saw a similar pattern in social discussion. On the day of the debate, Threads accounted for 36.2% of the posts and articles observed by KEYPO, making it the largest source platform. Yet the AI source lists contained no direct Threads URLs in any of the three waves. The busiest places for discussion do not necessarily appear as direct links in AI answers.

This adds another way to examine media influence. Alongside the volume and reach of coverage, we can track which content AI repeatedly cites when helping readers understand people and issues.

Profiles and research can also lead the rankings

The citation lists extend beyond news. After excluding media outlets and news platforms, Taipei City Government ranked first for both models, accounting for 12.3% of all ChatGPT citations and 5.8% of all Gemini citations. Official websites, encyclopedias and forums all form part of this information mix.

Looking at individual pages makes this easier to understand. For ChatGPT answers to questions about Chiang Wan-an, the most-cited page was QSearch's analysis of social discussion and polling. It appeared in 10.7% of answers. For questions about Puma Shen, his Legislative Yuan profile led the ranking, appearing in 21.5% of answers. Neither leading page was a news report.

Gemini's candidate-related page rankings showed a different mix. CommonWealth's debate analysis led the pages related to Chiang Wan-an, while Chinese Wikipedia led those related to Puma Shen. Commentary on a current event and established biographical information both appeared among AI's citations.

The rankings also give us a reason to look more closely. When AI cites an outlet, is it using an interview, a policy explanation or coverage of a controversy? A citation can frame a person or issue in very different ways.

02 | How AI compares candidates

The sources matter. So does the ability you ask about.

Sources show us what material AI draws on. To understand how it compares candidates, we also need to read the question. Asking whether Chiang Wan-an or Puma Shen is better suited to be mayor produces a different assessment from asking who communicates better.

For the question about suitability to be mayor, some ChatGPT answers favored Chiang Wan-an because they prioritized administrative experience and continuity in government. For communication skills, such as answering directly and handling follow-up questions, 80% of pre-debate answers were more positive about Puma Shen. Each assessment came with conditions and referred to a different ability.

After the debate, more answers to the communication question offered a two-sided comparison: 53% in the first post-debate wave, rising to 60% in the follow-up wave. Some answers praised Shen's quick responses while also crediting Chiang's explanations of policy context. The tone used to describe the two candidates also became more similar.

Gemini gave a two-sided comparison for both questions across all three waves. To understand an AI assessment, it helps to ask one more question: Which ability does it mean by "suitable"? And what conditions does it attach when it speaks positively about someone?

03 | Which information makes it into answers

When new information appears, which issues stay in the answers?

Different comparison criteria produce different assessments. Over time, the issues discussed in the answers also change. Beyond the source rankings, we repeatedly asked, “What are the two candidates mainly arguing about?” to see whether debate topics appeared in the answers.

KEYPO recorded debate exchanges on child abuse, food safety and city government meetings. In Gemini answers, mentions of child abuse rose from 7% before the debate to 87% in the first post-debate wave, and stayed at 87% in the follow-up wave. Meanwhile, mentions of previously frequent "plagiarism"-related disputes fell from 73% to 0% in both later waves.

As some issues appeared more often and others less often, the emphasis of the answers shifted. Food safety and school lunches appeared much more often in Gemini answers and continued to appear frequently in the follow-up wave. ChatGPT was already discussing these issues frequently before the debate, so the models had different starting points.

In this short-term comparison, some debate topics appeared in AI answers and remained there in the next wave. To understand that change, we need to track more than which topics are gaining attention online. We also need to see how the answers describe them, and whether they still appear the next time we ask.

The same question, but a changing mix of issues

Q17: What are Chiang Wan-an and Puma Shen mainly arguing about at the moment? Are these Taipei city issues, or matters of party and national politics? Which claims can already be checked against available evidence?

15 answers per model per wave; one answer is about 6.7 percentage points. Multiple word categories can appear in the same answer, so the percentages do not add up.

Counting rules and reading notes

The ‘plagiarism’ category covers references to websites, campaign materials and policy wording. A mention does not establish that an allegation is true. These short-term observations do not show that the debate or media coverage caused the answers to change.View methods and data scope

Follow the three points in time to see which issues appeared more often, less often or consistently in the answers.

A mention does not establish an allegation as fact. Changes across the three waves do not establish cause and effect.

From U.S. elections to Taipei’s debate, citation rankings offer another way to understand AI answers: Start with the sources it cites. Then look at how it compares the candidates and which issues remain in its answers.

News coverage and social discussion still matter to anyone following public affairs. This study adds another question: which information does AI keep drawing on? As more people turn to AI to learn about candidates, it is worth looking at the sources and choices behind the answers.

About the study

How we ran the study—and what the data covers

20 questions2 models3 waves15 answers per group1,800 answers in total

We compared answers to a fixed set of questions across two models and three points in time. We also examined news and social data collected around the same event, using nearby but different time windows. The findings apply to the questions, models and settings used here. This study did not measure voter support.

Study design and sample
  • The three waves ran on October 30, October 31 and November 1, 2026, producing 1,800 answers in total. The results apply to the models and settings used in this study. Each question had 15 answers per model per wave, so one answer represents about 6.7 percentage points.
How the source rankings and percentages were calculated
  • The media rankings include news platforms; the other-domain rankings exclude both media outlets and news platforms. Both use each model’s total citations as the denominator: 7,887 for ChatGPT and 7,856 for Gemini. The same normalized URL is counted once within an answer, then added across answers. Different pages are counted separately. Gemini sources were identified by following redirects. Citation frequency does not establish a source’s causal influence on a model’s judgment, and it cannot be used here to measure SEO gains.
  • ChatGPT’s candidate URL rankings are grouped by the candidate named in the questions, with 270 answers for each candidate. Citation shares in the chart use 2,354 citations for the Chiang group and 2,152 for the Shen group as their denominators. The 10.7% and 21.5% figures in the article instead represent 29/270 and 58/270 answers that cited the page. They measure how often a page appeared across answers, not its share of citations.
  • Gemini’s candidate-related page rankings are grouped by the identifiable subject of each page, rather than by a particular question. A page can appear in both candidate lists, and every share uses all 7,856 citations as the denominator. Because ChatGPT’s and Gemini’s lists use different groupings and denominators, their percentages should not be compared directly. Six frequently cited pages were temporarily excluded because their subjects could not be confirmed. These rankings cover the pages we could identify and may change after further checks. Different language versions of encyclopedia pages are counted separately. A total URL citation count is not a count of distinct answers.
  • Equal citation counts receive tied ranks, and all pages tied for tenth place are retained. Page subjects are summaries; they do not mean that AI endorses a page’s views or allegations. Dates for TVBS PDFs were taken from their URLs. For some Gemini pages, only the URL or title could be used to identify the person and subject; the full page text could not be reviewed. Classification reflects the content identifiable on November 1, which may differ from the version available when the answer was generated.
How to read the answer categories, tone scores and issue mentions
  • Answer classifications still await human review. Tone is scored automatically on a 0–100 scale, with 50 treated as neutral; it does not measure candidate ability or support. The issue chart measures mentions of related words, and categories can overlap. ‘Plagiarism’ includes references to websites, campaign materials and policy wording. A mention does not establish that an allegation is true.
KEYPO comparison periods and limits
  • KEYPO’s news volume includes stories republished on portals and is grouped by the originating media outlet. It is not a deduplicated count of independently published stories. Platform shares use the main posts observed, including news websites but excluding comments and content about other cities or counties. The periods were: before the debate, October 30 at 12:00 to October 31 at 12:00; debate day, October 31 from 12:00 to 20:00; and after the debate, October 31 at 20:00 to November 1 at 14:00.
  • KEYPO and the AI citation data cover different periods and scopes, so they cannot be combined to calculate an adoption rate. The absence of direct Threads URLs does not rule out indirect influence. KEYPO monitoring ended at 14:00 on November 1, while the AI follow-up wave was scheduled for 15:00; actual timestamps for individual answers are unavailable. This study describes short-term changes over the same general period. It does not establish that news, social attention or sentiment caused AI answers to change, and it did not measure voter attitudes.

Research FAQ

Questions about this study

These answers explain how to read the charts and use the findings. For the full counting rules, open the methods section above.

How is this different from an opinion poll?

We recorded model answers to specific questions on specific dates, using defined settings. We did not interview voters. The preferences and tone shown in the charts describe how AI framed its answers. They cannot be converted into voter support, used to assess candidates’ abilities or treated as election predictions. Check the study’s scope →

What can citation frequency tell us?

It shows which websites or pages were cited more often in this dataset. To assess accuracy or credibility, you still need to read the cited page and check whether it supports the answer’s claim. A citation count alone does not show how much a source influenced the model’s judgment. Go back to the citation rankings →

What is the difference between citation share and share of answers?

Citation share is a source’s share of the total citations stated on that chart. Share of answers measures how many answers cited a particular page. One answer can cite several pages, so these measures use different denominators and are not interchangeable. Before comparing figures, check the scope shown beside the chart. Check how the candidate rankings were calculated →

How should I read the two models’ candidate URL rankings?

Start by looking at the sources and page subjects in each list, then check how the groups and denominators were defined. ChatGPT’s lists are grouped by the candidate named in the questions. Gemini’s lists are grouped by the identifiable subject of each page, so a page may appear in both. Their percentages use different groupings and denominators and should not be compared directly. See how Gemini’s pages were grouped →

Does the absence of Threads links mean social discussion had no influence?

It means only that no direct Threads URLs appeared in the AI source records we compiled. It does not show that those discussions had no influence. This article looks separately at online attention and visible citations. These source records alone cannot tell us whether information reached an answer through news coverage or another route. Check the scope of the news and social data →

How should I interpret changes before and after the debate?

The three waves show how answers differed over time. They do not establish that the debate, news or social discussion caused those changes. Read them as short-term observations, then consider the questions, models, test conditions and sources when deciding what the changes can tell you. Go back to the three-wave issue comparison →

How can PR and brand teams use these findings?

Use the approach as a research workflow: identify what your audience is likely to ask, examine each model’s answers, compare the sources it cites and check the key claims. Your team can then choose questions worth tracking and revisit them under comparable conditions. Decisions about content changes and communication remain with the professional team.
